Tomos was founded in 1948 in Koper, Slovenia, at the time part of Yugoslavia, and its name comes from the Slovene words for motorcycle factory. The company began producing mopeds in the 1950s under licence from the Austrian firm Puch and went on to build some of Central and Eastern Europe's most popular small two-wheelers of the post-war era.

Tomos mopeds became known for toughness, simplicity and very low running costs. Models such as the Automatic and the 4L sold in very large numbers, later machines including the Colibri, Targa and Revival were developed with help from the company's Dutch operation, and Tomos mopeds were exported to North America for many years, building a loyal following among young riders and commuters.

As markets changed, Tomos struggled, and the company went bankrupt in January 2019, ending decades of production. Even so, large numbers of Tomos mopeds remain in service around the world, and spare parts and specialist knowledge are still available through a devoted community of enthusiasts.
